[xdebug-general] no html output, but plain text stack trace

I got the stack trace output at the top of the page, but it doesn't have
any html tags. So it doesn't display in good shape?

I couldn't see any settings that I can enable or force it. As far as I
can see the HTML TABLE output with orange background is the default.

So what might be the problem?
