Issue solved: turns out the firewall needed to be opened up for port
9000. Once the sysadmin opened it up all is good.
So this also allowed me to test the php error that I was seeing before,
no problems using xdebug in notepad++ in this remote config so it looks
like it's a problem in my local php setup.
