[xdebug-general] performance

Hi there.

I noticed that when loading the xdebug module (2.1 or 2.2) php gets an
instant slowdown of 300%. Even when disabling all settings, it slows
down alot.
Isn't there a way that when you dont use it, it doesn't harm the
performance so much?
Reloading php is no option.
