[xdebug-general] won't stop at breakpoints

I've been running with
     XAMPP
     PHP Version 5.3.1
     XDebug v2.0.6-dev
     Eclipse Galileo
for a few years now with no problem. (I haven't updated because I could
not get the newer versions to work)

I haven't been using it for about 3 months because of traveling. Now
XDebug doesn't stop at the first line even when I set a breakpoint there
or put xdebug-break() there.

What should I look for?
