[xdebug-general] Help

I need to know how to disable xdebug unless i turn it on for a specific
file, i have customers using my server as well and they don't need it.

i added the following to my php.ini file but it does nothing

xdebug.default_enable=0
xdebug.scream=0
xdebug.remote_enable=1
