[xdebug-general] Proxy

Hello.

I made a reference implementation of a dbgp proxy in PHP. It was a
milestone for a C implementation of the proxy.
I feel that XDebug extension should ship with a proxy implementation.
I'd be happy to donate this code to the project, and would encourage
anybody to help me port it to windows platform.

How do you feel about this proposal.
