After adding zend_extension =
c:\wamp64\bin\php\php7.1.9\ext\php_xdebug-2.6.0-7.1-vc14-x86_64.dll
to
C:\wamp64\bin\apache\apache2.4.27\bin\php.ini
xdebug now appears in phpinfo.
