Best solution would be to setup a DBGp Proxy so that the server would connect to it statically and then your client can connect to the proxy from whatever IP the client machine has... this is assuming you have access to the server to put a proxy on it for xdebug.

I, too, am interested in this because at present I am forced to set my remote_host in the vhost file each time my ip address is reassigned.

I have a question about one of the ini file settings. 
I have a developer environment setup where the debug client ip is dhcp assigned. I would like to be able to configure the remote host to be any ip within my dhcp block (i.e. is there a way to allow this?
