[xdebug-general] Windows XP Installation Question

I have downloaded the binary copy of debugclient-0.9.0.exe, inserted the
following line in my php.ini file,

   zend_extension_ts="c:/php/modules/xdebug-4.3-1.3.1.dll" (modified for
XAMPP install)

and attempted to execute debugclient-0.9.0.exe while my Apache 2 server was
activated. I get the following message in a cmd window:

   Waiting for debug server to connect

I was not aware that any Xdebug server was installed and I saw no
instructions for installing this module.

What steps do I need to take to install Xdebug.
